write a desktop application that does a timed change the the keyboard language

I will develop a C# desktop application that runs in the system tray of the user's computer. The application will monitor the keyboard activity and if there are no keystrokes detected for a period of 5 seconds, it will automatically change the keyboard language to English. This will help ensure that the user always has the correct keyboard language set, even if they forget to switch it manually. The application will be lightweight and run silently in the background, providing a seamless experience for the user.
