Liquid CSS Layout - PSD 2 XHTML2

Need someone to create framework of a psd layout into a Liquid CSS Layout thats min width is 960px and max width is 1240px. The layout is fairly simple and will not require alot of work. Will not need all elements of the layout coded just the framework for the layout so I can add the elements(photos, navigation and etc) in later.
