22070 Fix flash header rollover bug

Apparently Internet Explorer has made some recent changes and the updated browser is having a hard time viewing some flash files. Our web site uses flash for its header and navigation links and looks great in Mozilla / Netscape etc.. but when viewed with Internet Explorer as soon as you put your mouse over the header or navigation links a dotted outline appears around the area and it becomes difficult to use the navigation links.
