Looking for a animation/2d cartoon teacher

Hi, im looking for a someone who will teach me how to create short 2d cartoons. My offer is 250$ for someone who will create 1 short cartoon together with me so that i can learn while he creates the cartoon. Our communication will be at skype, but also with team viewer so that i can learn that way. I already have in mind what will this cartoon be about, i will explain it to the freelancer i choose. I can do escrow so after the cartoon is done i will release it. The program he will use it's not important to me, i can learn in any software. What kind of quality do i expect?
