Urgent Bid Needed on Wordpress or Adobe Business Catalyst Multi-Level Website

This website is for a regional nonprofit looking for a simple yet elegant site with a few special features. Total Number of pages: 60. At least 50 are static and change rarely if at all. The special part of this project is approximately 20 “Sub-Sites” with content maintained by delegated sub-administrators laid out with a stock format and information identical to eachother only modified by sub-administrators to reflect subregion schedules, contact information. etc. The other information about the organization stays the same for each sub site. Only 3-4 pages need to be modifiable on the sub-sites. Pages need to be easily editable by a non-technical person. Calendar: As far as user access to calendars: Users can access calendars to view and submit events. Events are help until administrative approval. Rotating testimonial widget: Randomized testimonials in certain areas Directory listing: Basic site/directory search would be adequate. Directory would just be a list of Groups in the Region with names, email/phone/website URL. Newsletter: Integrating with mailchimp or comparable email blast software Online registration for events: Already handled with third party page -- may need to integrate at some point Donations: Donations would essentially be a link with input options (credit if we are capable of accepting credit cards by then) for a dollar amount and method (ie PayPal/Dredit/etc). There would also be an option for group or individual or organization making the donation Subsites: We need to do something like a wordpress multisite install and create mini versions of the site on each of the subdomains. This would separate each of the sites and enable individual logins. We would need to control access levels to this site (only allow content editing of 3-4 pages per site to individual subdomain/subsite admins). This will allow them to post schedules and contact information along with the stock info about the organization. Whether multisite or individual mini versions whatever is effective for this and costs less will do SEO: Some basic SEO would be good simply that people can find the site if they are looking for that kind of help Training: The only training necessary would be to assist new web admins (not technically proficient necessarily) after the technically proficient ones are gone in how to update the site or approve events for the calendar. Updates and maintenance: We can have a couple hours set aside per month to take care of this
