Fix the 3 design issues in my website (and mobile) -- 2

I have a website which is also mobile friendly. The website uses bootstrap3 framework/JS for front-end. I want a developer who can fix the following 3 issues: 1. I have two navigation bars, one that shows up when the user loads the page (the static one) and the other that slides down when the user scrolls down the page (the dynamic one). The problem is that the dynamic nav bar isnt showing up anymore. Maybe the static one is blocking. I want the developer to fix it. 2. The height of my section 1 (which is bootstrap jumbotron) should be smaller as per needed by the elementsions of that <section> so you need to decrease the height of it. 3. Make some changes to my 'how it works' image using photoshop. Its a black and white image and I will provide you with the assets required. And finally make sure that the changes you make a responsive and working correctly in mobile site as well. The developer should be available to start now and finish it asap.
