I have designed a basic html email template in Frontpage 2003, but found that, whenever I open it in MS IE Explorer 7.0 (latest is 7.0 but not 6.0 anymore), then a prompt appears below the IE Explorer 7 toolbar saying this:
"To help protect your security, Internet Explorer has restricted this webpage from running scripts or ActiveX controls that could access your computer. Click here for options."
The sample template does not carry active content. It is actually very simple, with only a jpeg file as a header, and a dark-blue rectangular frame around the outlines of the email template. That's all. The central area of the template is only white or empty. With no flash nor swf files inside, and therefore no active content, beats me how IE Explorer 7.0 treats it as having active content by making the prompt appear. Subsequently, even removing everything else from the page, thus creating an empty page, and saving and opening it in MS IE 7.0 causes the same prompt regarding active content to appear, even though page is empty throughout.

The 'Active Content' prompt above prevents the main body of the html email template from appearing, until and only when the user clicks on the 'X' associated with 'Click here for options', even though there is no Active Content actually on the template. So it's very troubling.
Yes, email clients and internet browsers are different. But some experts contend that, although the warning message above that you would see on IE7 (but not IE 6 and below, take note) would not appear on email clients, but it would definitely stop my email from reaching the recipients inbox and might even mark my email as spam.

Also, it reportedly appears "jumbled up" in Firefox.

Also, there is the jpeg header to be concerned with. It has 14 KB only. When I added my own words, numbering ten in total, the file increased to 58 KB for this jpeg file. I will supply the original with only 14 KB, you add the ten words again, and keep the file size still small, ideally below 20KB. This will reduce the download time for the email template.

You may need to code by hand again, since using Frontpage or Dreamweaver is not the proper way to create email template.
However, as I have done up the basic design already, in that sense, your burden on being creative is lessened substantially. You don't have to think of a new design. Just emulate the design (UP TO 100%) of the template that I am going to supply to you (but having some problems with the way it is configured that's all), and code by hand a good template this time. In view of this very consideration, hope the price is not that expensive but reasonable. Also, the design is simple, with a pre-designed website header already created for you to add in less than ten words ONLY, and the whole template is being framed by a dark-blue rectangular frame in the body of the template. The main body of the template remains white or empty only, so you can imagine how simple only it looks. But I want you to emulate the sample design I send you exactly,even in terms of width, height, pixels, etc, but only get rid of the host of problems I mentioned above.
For reasons relating to confidentiality, I will NOT append the layout here, but only send it by email to the programmer later picked to work on this project. But just bid first, and let me know if you can trouble-shoot my email template successfully.

ONE LAST TASK TO ADD: This job definitely entails CODE BY HAND for HTML EMAIL TEMPLATE creation, but not simply using Frontpage or any other html editor for email templates - a STRICT NO NO from Email Marketing Experts. CODE BY HAND IS THE ONLY WAY OUT OF THE PROBLEM.
IF YOU CODE BY HAND, you will be able to create an HTML email template for you which would be technically sound and also ensure that your content displays correctly on variety of email clients.

The active content portion shouldn't appear, as I have only a jpeg file as header and a frame surrounding the outlines of the template, SO THERE IS REALLY NO ACTIVE CONTENT !!!
