php - moodle LMS Update Existing Plugin - Show Proof of Work then Create a new PHP Plugin

We have an existing plugin that needs a very simple php line update to work with the new moodle versions. We Need a php person who knows Moodle plugins to implement this simple change and install on an instance that you either have on your system or have access to. Once proven you have knowledge of both php and Moodle plugin's we will release draw payment #1. Then, we need a new plugin that is compatible with Moodle that can verify a user identity using either biodata (favorite city, street lived on, last 4 of credit card used, childhood friends name etc - but will be provided as an option a, b, c, d) or, some form of biometric data (show face on camera that matches photo ID scanned on sign up etc). This plugin needs to satisfy several states requirements and will need to be implemented on a site again you have/maintain and can show proof of working before we can install on our Moodle. We will then submit draw payment #2 for plugin working/installed on your site/tested and then upon delivery, we will issue draw payment #3, final. See attached jpg for exact requirements - this requirement will be ONLY part of some courses, NOT all of our courses as well.
