Simple Powerdialer Autodialer VOIP Skype Busy Signal

I need someone to write a program or extension that will call a specific 800 number over and over until it makes a connection. The program should handle busy signals, etc... and stop dialing only when the automated operator picks up (basically the same recording every time) I'd prefer this works with Skype since it's possible to make simultaneous phone calls with their software and writing extensions is pretty easy with Skype, but I'm open to alternatives. This listing is pretty short since I don't have many specifics. As long as the dialer is fast and effective in determining when a connection has been made I will be happy.
