Perl functions to MySQL

I want the functions ProcessXXXFile and ProcessOutFile re-written in C#. The database connection string to use is in [login to view URL] The Perl code posts some of the information to a webform and inserts some of the information into a database. The revised code needs to have the exact same functionality except that it uses the connection string instead of the DSN for accessing the database. Some sample files of the .xxx and .out files are attached for testing purposes.
