Portal/site for community

We are looking to implement an advanced web site community site. Its for a member base of around 200,000 members and will get lots of hits so need to be scalable and robust. The main idea is to enable registration, then members to search for other members and message. We need comprehensive messaging, inbox out box etc. We want high level of members privacy can block others from sending mail, can upload many pictures or media files to their 'photobooks'. We would also like the ability for members to make thier own microsites , like [login to view URL] . we need a tool/wizard for members to easily use. We want all text driven from SQL Server, as we want to implement multi-lingual support, so should be able to output the text into any language decide upon. (use english for now we will do all the french, german, spanish etc). The actual site should be based on templates, so we can then run many instances of the site such as [login to view URL] [login to view URL] So this would enable us to make and host many sites, but uses common codebase. Only serious development TEAMS need apply as I need this done in a month. Needs full back end management, ability to edit/review messages/profiles/etc etc. Basically a complete end to end solution. We ideally want it in asp.net in vb and host on win2k Please message for further much more detailed specs.
