Reverse Auction site: Customize

We are building a reverse auction site using the open source software found on tenderSystem.com. We will be using the majority of the software's functionality but we will change some of it and add new features. All details can be found in the attached specification. Developer will need to provide new layout, logo design, and add new functionality spec'ed out in the attachment. One of the customizations is a real-time Flash-based tracking tool which will give updates on the auction as it happens. Developer should be familiar with the concept of "Reverse Auction". Please bid carefully, and accurately. Don't just bid the highest amount. Please research, estimate, and ask me questions in order to provide an accurate bid. Here is the payment and support schedule. You must agree to this before bidding: Phase 1: Setup & Graphic Design -1/3 of funds in placed in escrow - Access to server is provided - system is installed, configured and tested - 2-part Graphic development - Landing page design + Promotional marketing pages including logo design - submit mockups for review, and modification - system design facelift - submit mockups for review, and modification - Upon completion and approval First Escrow payment is released to developer and another 1/3 placed into escrow for Phase Phase 2: Site Development -customizations and changes completed per Appendix A -Upon completion and approval of Phase 2, Second 1/3 is released to developer and remaining 1/3 is placed into escrow for Phase 3: Phase 3: Flash-based viewer development: -Per appendix A, Flash based Auction viewer will be developed -Upon completion and approval of Phase 3, Last 1/3 is released to developer. Developer to provide 3 months of bug support after go-live Appendix A is attached
