Hover over effect on button/image links, email template design

We are working in a LAMP environment. You must create any designs and code them. If it is Photoshop then you will do the PSD to HTML coding or whatever coding is required. 1 We would like all of our buttons to behave in the same way with a mouse hover over a button which is a link. 2 Move the Player control panel lower under the video placeholder image. Change the play button arrow to match better, maybe transparent background and dark blue or orange matching the site orange colour. 3 Review 5 existing email templates for potential upgrade of design. Create any design image enhancements and code it. We will not pay 100% up front milestone. Must speak excellent English. Must be completed in a few days. Must start NOW. Must provide daily updates. Also adherence to our coding standards.
