Auto Create Logins for Website + Email Verification

I need either a web based program or windows base program that can interactive with websites with no open api. If i give you a list of websites this program should be able to goto the account creation page. Fill out all the forms using a predefined set of information. Create the account, log into an email and click the account verification link. If we can plug into something like decaptcha to fill the captcha then great if not the program can present the captcha to the user and the user will fill it out. I understand this task must be programmed for each specific website. To Be Considered for Hire: 1) Please give an example of programs you have done in the past that relates to this specification 2) Let us know what technology you will be using to complete this project. IE: PHP, C++, .Net, Etc... 3) Briefly explain on the technical side how you would be able to program something like this.
