fashion oriented web portal

I need to finish a very simple web portal, I want to keep it as minimalist as possible. I want some animation (photos that are passing one after another) but do not want flash as I want the site to be visible in any platform, including smartphones. I already have some development, jquery, a user database, paypal integration and a simple administrator side, most of it done, but want to completely redesign the portal and review its functionality, maybe add some features. To give you more details in order to get a realistic valuation, I can say that it is a retouching portal. Users upload one or more pictures, the portal keeps them, i fix them, I upload them again and the portal tells the user his photo(s) are ready. Later they can pay and download it. In the end, the portal should be easy to maintain, meaning that a developer, who do not specialize on CSS&HTML (but have some understanding of), should be able to make some changes easily later on, e.g. shuffle content elements, change menu, add new pages, and so on. It already integrates an editor with this functionality, but a review of its functionality is welcomed. This is an easy job. Please state what you need, the estimated time you need to complete it and the way you work, so we can reach a fast agreement and a win/win situation
