Simple Coming Soon Splash Page in Joomla 1.6

We require you to code a simple 'coming soon' splash page in Joomla 1.6. **Please see the attached design** You will need to: - Install Joomla 1.6x latest version on our server - Convert the attached design (in Adobe Illustrator) into a Joomla page - Ensure the splash page and required plugins can be installed as a package - Ensure the splash page can be edited via ADMIN for later changes sites - Admin upload of logo - Edit the two text blocks - Edit Footer menu - The spash page has a 'sign up for email'. Ensure email addresses are saved to the database. - Create a Joomla user 'on the fly' and send user an HTML email (that we can edit) with email, password - Add in meta data for Title, description and keywords for the splash page.
