560076 User generated content PHP/MYSQL website iphone/android app

Part 1. Need to build a PHP/MYSQL website that will feature hundreds of category pages. On each category page will be forms where users can submit content in the form of numbers and short text. Each category page will summarize the content submitted by users as far as high, low and averages. All info will be stored in mysql database. I am open to custom coded or possibly using a CMS like Joomla or Drupal. Needs to have an administration panel to approve delete user content, add new categories etc. Whole site needs to be highly searchable and SEO'd. Part 2. Need iphone and Android apps that allow users to search the site, add content via forms, read others submissions. Basically all the functionality of the website via the apps.
