Video Capture Application (WebCam)

We are introducing VIDEO RESUME submittals on our website. We want a Video Capture client which will enable candidates using PC and WEBCAM to create VIDEO RESUME (Video Profile) of them self and upload it on our web site. Video Capture should be very generic and should work with any webcam on candidate's PC. It should capture Video and Audio. Video Capture client should record only for 2 Minutes. At last 15 seconds of recording time, it should flash warning. Video Capture screen should RUN COUNTDOWN clock starting at 2 minutes. Once recording is done, Video File is to be compressed and uploaded on our server. Video File should be uploaded along with UserId (which is email address). Email Address will be available using HTTP in one of hidden fields. For Server, we need to transcode this file to make it to work with Windows Media Player, Real Player and QuickTime. For all 3 formats, 2 versions to be created one for BroadBand (High Video Quality) and one for Dialup or lower speeds with lower quality. Every Video File uploaded will have 6 files as final output. ## Deliverables All SOURCE CODE AND Royalty Free usage. 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
