Small Updates in Magento - repost 2

Hello, Please don't apply Pakistan Contractors because i already spent 1 month in two contractors. One website already developed in Magento ,But we need to complete below 3 points asap. 1. Currently from less then $17.95 cart amount paypal adding extra $5.95 cost, it should not 2. After actually payment done a confirmation message should sent 3. After order shipped a message should sent when admin will check shipped in backend These updates are not a big things for magneto experts. So we fixed budget for this is less then $50 so bid within that because we already spent too much money and time in this project. Thanks in advance.
