We make changes in our program from the time the user comes to signup as Retailer to the time they actually get a website with us. We define levels, according to the features we are offering as in the attached file "Are You E-Commerce Ready Two [login to view URL]". Now the features they select, they pay accordingly for signing up for website. When they are Approved by Admin, at their Retailer Admin they see only those features which they paid for. Not more, not less.
The free, generic address, does not require approval and is automatically authorized.
