phpbb or vbulletin (or similar) based website

Objective: Website where people can post "deals". Like the concept of this: http://www. fatwallet . com/forums/hot-deals/ Specifically, like: the categories on the left hand side. the display of threads the view count the green/red bar showing whether people like the deal or not. At the top of the page, need something like this: http:// dealnews .com/ -Where they have three boxes, we would want up to five boxes (just dont put space for ad on right like they have) -each box should be editable from the admin -each box should have one spot for an image and one spot for text, so we dont need to do a jpg for the whole thing. the text should auto link to what we put in Please do not bid unless you can send in PMB examples of websites that are similar to what I need.
