Magento Zoned Shipping, Order Preview and Reorder button fixes.

1) I have the shipping of the magento site calculated through "Zoned Shipping" installed by a previous contractor. However I can add a zone by Country only and I need to be able to add by region also. For example shipping to Alaska, Hawai and Puerto Rico is higher than other US states so I want to add different shipping cost for them. It's strange that it is not there by default and if I noticed before I wouldn't have payed my previous contractor but now he's gone and not responding. It should be easy to add though. 2) Since I enabled PayPal express the "Reorder" button inside an order in the Admin Panel throws an error and we cannot re-place an order for a customer automatically. The error is in the PayPal Express file. 3) The "Preview Order" page that the customer is redirected to after he chooses to pay by PayPal Express has a dropdown box where the customer has to choose his shipping method. However we only have 1 shipping method so that dropdown is just an extra unnecessary step which in a page like the checkout matters a lot. So I want the dropdown replaced by simple text stating our shipping method instead. This is a simple project with bug fixes so high bids will not be accepted.
