Wordpress Notification Bar Plugin

I need a wordpress plugin that allows website owners to put up a notification bar up on top of their site. I already have a license of one basic WP notification bar codes, but I want to make it better. The user will be able to choose the bar BG color, adding textures (like in [login to view URL]), changing fonts (I already have a predefined fonts, which I'll give it to you once the bidding is complete) Other customization will be 1) changing color of text, link, link hover etc. 2) Integration with social media platforms (i.e. FB, YT, G+) The user should be able to assign specific bars to a specific post/page. There should also be a default bar to use throughout the site. I'll provide you with pictures of how the UI should look like and I'll also provide you all of the necessary icons and designs.
