Small website: less than 10 pages

What you will be doing: 1. A table-less CSS design 2. HTML/PHP code 3. MySQL for logins 1. Company logo / name at top for all pages (50px height) 2. There will be a subdomain. So I will talk about both subdomains (they will be identical in many respects) Main site: 1. User will submit a single file as input (There will be a list of conditions user has to accept before submitting file. I will give the exact text later) 2. A email ID (public email IDs like gmail and yahoo not allowed. It has to be a corporate email ID) 3. Log the user's domain, his email ID and a checksum of the file submitted and log it in DB 4. If anyone else fom this user's domain has submitted a similar file in past 1 week (7 days), you should say "contact so-and-so and blot out the last 50% of the email ID of whoever made this submission) 5. Else if this same user has submitted ANY file in past7 days, throw him out and ask him to try after 7 days 6. Else accept the file and say "Your file was received. You will et an email from us". Also, send an email to him asking him to verify the link sent to him 7. Your job is done. Nothing else needed Sponsored site: 1. User will submit multiple files as input. This page needs a login before you can reach here. 2. There will be a self-refreshing page that the user will be redirected to. You can give me a dummy file here. 3. There will be yet another page for user to submit another file. This will be a single file 4. Once user submits this, he will be taken to another self-refreshing page 5. Your job is done. Nothing else needed Paid site: 1. This site can wait for a few days but this is the functionality required: 2. This is linked to the main site. For whatever processing we did with the file he have us, he has he option of downloading the processed file - for a fee 3. User has to pay a specific sum to download a file - this price is taken from a database. The price will be populated when the user submits the "SUBMIT" button in the home page. I already have a template file showing what the pages will look like. You make it beautiful and with the functionalities I DO NOT want any fancy content management tools for this website.... The price I have in mind is less than $100... This is a really really small website
