IE plugin for posting text to a web server

We would like a simple IE plugin developed that has two buttons: 1) A button that pops up a dialog where the user can type text. When the user presses "Send" the text should be posted to a web server, along with the URL that the user was viewing. 2) A button that will launch a predefined URL in a new browser window. The plugin needs to work in IE 6 and up. Thank you for your bid.
