Investigate a person who is currently in United Kingdom

I have so far a person in United Kingdom found from Czech Republic which I want to observe and control and monitor and get as much information as possible. Who can do that job? I need 24x7 observation and monitoring of that person. I have just her name and passport number and date of birth, where I think that she might have opened a bank account in the UK now, where that must be checked... this is all - even I don't have her current phone number...
