Redesign and SEO foreclosure network

We have several foreclosure sites and we want this particular site([login to view URL]) to have traffic increased and rank better for our major business keywords, also someone that can fix the design so it looks more professional and seo friendly. We would like someone(with vast experience) that would be able to point our weaknesses and fix the wrong content, linking strategy, anchor texts and meta tags. Also someone that is able to increase our backlinks and PR. We are willing to pay for one way links of PR8 related pages separetly. We need someone that can target the major keywords of the business and also a combination of US cities+main-keywords, US counties+main-keywords and US state+main-keywords. Please send us your strategies to accomplish this. No PR pushing or tricks, No traffic bust software, No duplicated content, no spam, no bad directories, no linking farm, in a nutshell, no black hat strategies(no software optimization, cloaking, etc..). I want a REALISTIC plan using real methods (link building, articles, keyword related content, DMOZ listing....) I want a portfolio, previous experience, examples of sites you have optimized, etc... I will give 30% of the money to start the project, then 30% when the project is over and the rest as I see my main keywords ranking on first page of google and yahoo.
