Currently I use VLC and or FFMPEG to convert and encode live streams. It works very well now.
I need someone with a full understanding of how video encoding works including conversion from PAL to NTSC. I need someone that is able to use the open source codecs and build a proper video encoder using the Black Magic Decklink SDI input cards. This person will also need to make the SDI output work too. I need a full solution in LINUX only. I do not need a Windows version. The decklink sdk available from their website. You must have experience doing this already. You might have even done this for another client. You must be able to take the SDI input and encode it, into a transport stream and output to an IP transport stream. Then in revers you will need to accept a IP transport stream and output SDI, also converting from PAL to NTSC. Ideally I would like you to use open source, but I am open to suggestions. I would consider purchasing other SDK's or licenses to make it work properly.
