Website Creation with some Backend Tools

I am looking to build a 7 page website frontend (Home, About Us, Partners, Articles, Photo Gallery, Contact, Registration). A feature of the home page will be a calendar of upcoming events. The website also requires a member login section for registered partners and administrators with appropriate access levels. The members section is to have tools to enable partners to submit articles, add a gallery/photos for the photo gallery page and to add events to the website calendar. This should be database driven and dynamic content on the website. All content added through the members section will go into a pending status. An email should also be sent to administrators on submission of new partner content seeking approval. When an admin level user logs into the members area, they should get all of the tools that a partner can see PLUS they will have a section to approve or reject articles, gallery/photos or calendar events submitted by partners. Once content is approved it will be published on the site. I expect that the members login would have all of the appropriate/standard features including automated "forgotten password" email to the users etc. Some insight into India's traditional dance will certainly help on website design for this project. There is an existing logo for this site that will be used and design will need to in some way encompass the logo colours and qualities.
