154901 Auction Site Posting Software

Hello, I need help creating stand-alone software where the user can post bulk auctions from a spreadsheet at the site Mercadolivre.com.br. Software would emulate manual posting exactly - login, post listing, add description, save listing and so on, but would run off a spreadsheet to save time. The site is in Portuguese, but I have clear project specs outlining the posting process exactly. .NET is a possibility, but downloading the .NET platform is always such a hassle - ideally this could be done in a language that requires no downloads whatsoever like C++ or Visual Basic.
