The deliverable will be a pdf of the largest resolution possible from the USGS base map cited here. Keeping in line with ESRI's Web Appbuilder frame work developer will develop a custom select widget similar to the existing select widget in link above, except that it allows user to select map layers using feature layers service such as to select against map data.
